Miss Teen USA fumbles question

The Miss Teen USA beauty pageant is a younger version of the Miss USA pageant, though you'd never know it by looking at the girls. It's for girls 15-19, but every single one of them looks to be identically 21.
Still, it's an amazing feat to be that young and show enough poise and grace to strut in front of thousands of people.
The most decisive part of the pageant is, of course, the question and answer competition, where each contestant is asked their opinion on an issue. While the questions are not that difficult to answer, the time limit and the stress can cause some contestants to airball it, costing them advancement in the pageant.
This year, Miss South Carolina was asked:
It's not a difficult question, and there are many possible answers. She opens with some standard beating-around-the-bush rephrasing while she tries to come up with something remarkable to say, but ends up spilling out a jumbled bag of discordant words.

"I personally believe that U.S. Americans are unable to do so because, uh, some people out there in our nation don't have maps, and, uh, I believe that our education like such as in South Africa and, uh, the Iraq everywhere like, such as and I believe that they should, our education over here in the U.S. should help the U.S., er, should help South Africa and should help the Iraq and the Asian countries, so we will be able to build up our future for our children."
